Once the mixture has thickened to a creamy consistency, remove the pan from the heat and let it cool to room temperature. Pour the mixture into individual kulfi molds or small cups and freeze for at least 4 hours, or until solid.
To serve, remove the kulfi from the freezer and let it sit at room temperature for about 10 minutes to soften slightly. Then, use a sharp knife to gently loosen the edges of the kulfi and turn it out onto a plate. Garnish with chopped nuts or a sprinkle of saffron, if desired, and serve immediately.
